What does "by Definition" mean in this context?

It means: - Permanent is the characteristic Tattoo (skin marking) MUST possess which differentiates it from other markings on or in the skin: a defining element: its nature: its essence without which it is not Tattoo: lasting as long as the skin lasts; not removable by ordinary means. Tattoo will necessarily be Permanent. It is not optional for the tattoo. We understand that intuitively.  Its not a tattoo if it is not permanent. If it is removable by usual and ordinarily available methods it is a temporary tattoo.

Tattoo pigments have permanence because the pigment is crystal, phagocytized, unable to be decomposed, impervious to its environment. The phagocytizing cell sits in place until it dies, then the crystal is re-phagocytized by a new cell and moves a bit, spreads.

We MUST say NO to this THEFT!  Changing the meaning of "tattoo" is to enable the FDA to remove by decree the pigments (crystal form by definition) from tattooing by MoCRA and thus enabling laser removal of any and all tattoos. This will cost billions to implement and ruin the livelihoods of tens of thousands of families.

Without absolutely COMPELLING EVIDENCE OF HARM this cannot be allowed BY US!

We must fight this, not allow it to happen. 
It is Metaphysical-Existential.

The Toxic argument is a LIE!.
The Infection argument is grossly exaggerated and disingenuously used knowing it is false. MoCRA, if acted upon  by the FDA wlll destroy tattooing turning it into a Cartoon so that laser removal will rake in the big bucks.. No Secret here: laser removal interests have been lobbying to do exactly this for more than 20 years,

WE WILL NOT TAKE THIS BS LYING DOWN.
The few harmful pigments were already removed from production because the workers producing the pigment colors were being harmed.
If there are changes in tattooing
it should come from what tattooists are doing,


...such as changing from pigment to something else. It must be organic from the practitioners
and the demand in the market place,
not the legislature that treats citizens, the people, as having no say in the administration of the USA.
